Mission

The Minority Officers Liaison Council provides advice and consultation to the Surgeon General on issues relating to the professional practice and the personnel activities (Commissioned Corps and Civil Service) relating to minorities in the USPHS. The MOLC provides similar advisory assistance to the chairs of the HOAC, BCOAG, Al/ANCOAC, and APAOC, and upon request, to the Agency and/or Program Heads of the Public Health Service, and to non-PHS Programs that routinely use PHS personnel.

 

Relationship of the MOLC to the United States Public Health Services

In carrying out its' responsibilities, the MOLC operates in a staff capacity. It does not substitute for line management, or in any way exercise the prerogatives of the respective operating programs. While MOLC members are chosen from the respective PHS Agencies and organizations, they neither represent Agency management nor speak for the Agency. They are knowledgeable professionals who represent the interests, concerns and responsibilities of ethnic minority professionals in Agencies and organizations staffed by PHS personnel.
